Whoa now... maybe not just any Scorpion, but clearly some are fit to. Pretty sure Karandras would wipe the floor with a Solitaire.
Not to mention Solitaires don't even have souls, so they don't feel fear and aren't affected by psyker powers at all.
I think if you have to resort to a phoenix lord to compete, my point is made that Scorpions are not comparable to Solitaires. And now I'm going to mathhammer that fight. Later: ... And the Solitaire wins... Hang on, double checking the math. WINNER IS SOLITAIRE! Standing right by each other and they start cutting each other up (in a stylish manner), both with 3 wounds, the Solitaire does 0.907 wounds with Harlequin's Caress and adds 0.556 wounds from Harlequin's Kiss' Kiss of Death. Karandras deals 0.694 wounds with a scorpion's chainsword or scorpion's claw, and 0.555 wounds with Scorpion's Bite. That's 1.463 wounds dealt by the Solitaire, and 1.249 wounds by Karandras per turn. About this fight: When Space Marines fight, it's a slugger match about armour/invul save and the weapon's AP/strength. Eldar fights aren't like that, they are a whirlwind of special rules and death by a thousand cuts. Karandras is an excellent character, he's got a 2+, an at initiative powerfist, and a special mandiblaster that hits hard and reliably. Reliable is in fact the word I would use for Karandras, his deepstrike/reserve rules combined with his general build make him predictable in terms of outcome. Solitaires are not predictable. A 3++ is good, but hitting at S3/AP- would be criminal if it wasn't for the special rules/rending that surround his weapons. Those rules aren't very reliable, but it almost doesn't matter because of how many attacks he has. By the math he outperforms Karandras, but the truth is that if you roll well the Solitaire will demolish Karandras in a turn, and if you roll poorly he won't touch him. Which brings up actually using these characters. Because of the Solitaire's low toughness/lack of armour, Karandras can use his chainsword instead of his claw, which means he can fire overwatch. It's not bad, overwatch might strip a wound off a Solitaire. The Solitaire doesn't care though, because he has Furious Charge and Hit & Run. For a character that relies on volume of attacks (and is normally S3) it's quite a powerful combo. ON TOPIC: And this is why I don't thinking harlequins should be relegated to skins. The very nature of their combat renders them different from Craftworlders, and I think it's poor show to not show that in game. L/CSM will get a bevy of toys, and orks can pilfer anything. Eldar tend to be limited, and harlequins are something's to flesh out their faction.
I just want the Advanced armor to be like the Eldar armor in previous games/fanart, meaning having it be fullbody instead of strips of wraithbone slapped onto the legs/arms. Plus some decorated skulls for DR and maybe HB, sine DR are the darker, more macabre shrine, and HB with skills hanging off their belts would look cool, in my opinion. (Or could have armor that looks kind of like what Jain Zar has, with the screaming faces around the kneeguards and such.)
