Read it again, the pioneer pack gives the owner a bonus character clot that can only be used on the Ork faction, it does give full access to the Ork faction (I stand corrected on the point) BUT it is a founder pack in the founder store: "Pioneer Pack Boost your free to play experience and become a Founder with this exclusive pack:" Meaning it is a form of preorder and will ceases to exist on release, as you cannot become a founder after release.
