Well, by AoS standards Order does include Druchii, Dwarves, the Empire and... actually all humans save for the Chaos people.

I... I don't think there is any other mention of "Order" in Fantasy, save for the "Good", "Neutral", "Evil" thing in the eighth rulebook, or Order and Destruction from Online.
