I voted Dark Eldar even though I don't like the faction because they're hardly ever featured in the games and this could be just the kind of opportunity for the faction. After them either Tau or Necrons. Imperial Guard should be when they have nothing else.
I think it's the most important that as many different factions are added as early as possible to make sure that the races have the largest population as possible as early as possible because I think the imperium will dominate otherwise

But, how are you gonna play as necrons? Most of them are just robots, without personality. Yes, there are lords and crypteks, but they aren't common soldiers.
As a Guard player, oh hell to the no. I want them to be a player-controlled faction so I can see our soldiers strike down the enemies of the Emperor. I want to see our war machines crush them beneath their treads, and our mighty guns bring the very sky crashing down upon them. The Guard likely will be a very vehicle-centric army though. Techpriests FTW.
I unashamedly voted for Tau, been for the most part my favorite race in all of sci-fi since I first read about them, am not ashamed to say that the awesome anime inspired suits sold me out. Plus if they do implement them as a 5th race I'd love to see the awesome XV-104 riptide battlesuit, it would be pure awesome
You could always say that your characters are flukes that somehow have retained most of their personality and will and so can actually learn constantly, the system that manages your deployments realizes this and allows you to enhance yourself.
