The damages of all three weapons are the same, right now you have the SB and Bolter at 34 damage when in actuality they're 38. I've said this about the Storm weapons/equivalents already, they're too accurate when ADS'd. There are rarely occasions where it's favorable to use a standard Bolter/equivalent.
The damage per shot is taking toughness into consideration I think hence why it does the full 38 per shot on the Vengeance Since it ignores all the toughness of non heavy gold armour for Eldar Meanwhile the normal bolt weapons still have that 30 toughness to get through
What @Xi0 said, that's damage against target. So after you've calculated the toughness those are the actual numbers applied at close range (ie before damage falloff). Seeing as the difference of the Vengeance SB is in the penetration (affecting toughness) it seemed pertinent to make that information front and center.
So the difference between SB and VSB is between from 0.14 to 0.22 s, i wanna say that this seems fine if you count LP cost, and sure simple plain bolter should be used...
The problem is Tacs are the only capper class in the game I believe with a decent damage, high fire rate and high pen on a weapon, it literally made me quit Dire Avenger because my 400lp gold armour was negated by a 100lp upgrade on a weapon already good against the race. I'm sure when Ammo mods actually release it will stabilize a little or at least I hope.
I run with the gold armor on mine and I get absolutely shredded by them. Might as well just stand ther and stop shooting because theres no way you are winning unless they have potato aim.
You're not taking range into account. Storm bolter kills faster at melee since it's easier to hit every shot (as it should be). The bolter has better accuracy at range, especially with the extended barrel. Personally I like the modded bolter as I can hit more headshots and less of my teammates in melee. Plus snipe those pesky ACs mounted on walls, which a Storm bolter can not.
