As far as I remember Power attacks will clang off regular ones if they are more than 50% mid swing, PF I noticed gets interrupted at all time (bug or not I have no clue)
I seriously thought the biggest problem wasn't eldar being to powerful or Space Marine being a little weaker, it was how underpowered Orks are. Patch should have been something addressing their overall weakness.
PC does need tweaking, as a LSM I admit it, again that's part of not being bias.. admitting your OWN factions faults and advising they get nerfed. Some of you Eldar players should try it. Anyhow it's a good step forward, perhaps the Reaper Launcher got hit a bit to hard. Yes shocking, a LSM player defending an overzealous nerf for Eldar. Maybe if more of you Eldar players opened your eyes you would see this sort of fairness towards you, but you stay stubborn with victim-syndrome.
I think PC can be OK in its current state...maybe with a slight blast radius reduction IF they remove the snap shotting. As I understand it Plasma Cannons in lore don't do this and "heavy weapons" have setup times which the snap shot function of the plasma cannon negates that concept. The plasma cannon should be crazy dangerous but it really should only have charge up and arc firing mode. This way it can be a complete deadly nightmare if left to bombard a point but needs support. Right now the PC can do pretty well on its own, even more so than all the other heavy weapons even in melee. Right now the quick shots, straight charge up shot and arc charge up shots are pretty damned good versatility for a specialty Heavy Weapon.
PC snap shooting should just either go away or only be able to remove a player's armor (and thus kill in 2 hits, like the pre-patch Reaper gun), fully charged shots being extremely deadly makes perfect sense. Also increase the ballistic drop off so that nobrain 100% accurate sniping goes away but skilled players can still perform trick shots.

45% dmg nerf, unmeasurable accuracy nerf(played with ork rokkit luncha? that thing is a sniper rifle in comparison now), close to non existent splash-you won't kill anything without 3 or more direct hits) and much slower projectile that flies everywhere except where you want it to above 15 meters. What makes me rise an eyebrow is HOW devs think Reaper launcher starswarm missiles were OP, but 0.5 charge plasma cannon sniper shots with greater AoE are not. Both weapons should follow this principle: short charge/snapshot=meh damage, more of a zoning then killing tool full charge=whatever is on crosshair should evaporate In case you've yet to notice, vast majority of community, including eldar, advocates for LSM buffs. No, its not. If reaper launcher was unacceptable to wreck havoc and quickly kill, then the same applies to similar weapons, which PC is one of. We're not balancing by lore, but by balance in EC. With how they removed RL, there is not a single sane excuse for PC to remain in current state for short charge shot.
@BrentEllison Will you also takeing a look at the Eldar Fire Dragon preset? Where the starting preset is way to specialized with melta main gun and melta bomb and also you they have it from the start while other factions need to reach rank 3 for melta bombs and lucky on the box draws for melta anti-tank weapon. As well we need to take a soustom slot for the weapons while Eldar get that one for free and dont have to make the coustom sence the preset has everything you need to 2 shot a tank. Is an inbalance to the other factions presets where its beginner presets are supposed to be the middle of the road untill you get equipment and move to for coustom slots builds.
Well the Firedragon only has a melta. Like that is literally it. So no that isn't going away because it physically cannot.
Not as if this is justification for one or the other, my stance is that all heavy weapons of that caliber with energy charged shots and AOE damage should be very powerful but without the quick shot option. Be it for LSM, CSM, Eldar, etc. So I don't agree with the reaper nerf either in that regard. Also balancing by lore, tabletop, etc. should happen for whatever is best for the game's overall balance and in this specific instance I think the "heavy weapon" setup time from tabletop is completely justifiable. Not sure why so many take any lore, tabletop or video game balancing as an all or nothing game...use what works *shrug*
