I have had cannon shots that do not 1 hit kill if the player rolls or is not in the center of the blast. But, the concept of making it a lockon charge weapon is a rediculous nerf.
Is it an anti personnel or anti vehicle weapon? If it's an AV weapon and if the damage can't be reduced because this weapon would be useless vs vehicles then the lock on would be fine. If it's an anti personnel weapon, well, it's a totally OP anti personnel weapon. If it's a bit of both some sanity needs to be brought into the equation. "One shotting" weapons, especially one shotting long range, area of effect weapons are over the top OP. No anti personnel, long range weapons should be "one shotting" players unless we see Vindicare Assassin Elite classes.

Plasma cannon one shots....and it's still so bad no one uses it anymore. Kannon is an anti infantry, and it is meant to one shot all day long. But ocasionally it doesn't. Also has a huge charge time. if you remove that. It's another weapon that goes into oblivion. Between the reload time, and the new charge time, your target would be already gone, while your position was given away already. Not a good idea
While the PC is broken due to wonky game mechanics it can still OHK which is crap. Risk/reward ratios are off the charts for the Kannon and PC. The higher the risk the higher the damage/rewards vs players IMO. If you're fine with the low risk high reward Kannon one shotting groups of players from across the map then you should be totally fine with every single high risk melee weapon insta killing every enemy player in melee range.
Nice try. OP is OP, regardless of faction. You'd be crying a river of tears of the LSM and CSM Plasma Cannon was back to it's super OP state, much like the Kannon is today. For the good of the game the PC was nerfed, though unfortunately the PC is pretty broken in its current state.
To be fair it has a second faster charge and cooldown than the reaper launcher while the shot moves faster with a much bigger aoe with stun on targets that survive, hardly a long charge all things considered
You make a fair point about specialization of weapons. Which totally makes sense for other factions! But again, asymmetrical balance. Orks don't have a grav gun or a meltagun....they instead have a Rokkit. Orks don't have a multimelta or a gravcannon....they instead have a Deffcannon. Does that help make more sense?
