My laptop have between 15 and 28 FPS in matches (with occasional drops). i7 4710HQ with 2,5 GHz ("maximum turbo core clock" of 3,5 GHz, I don't believe that either...) I'm tempted to go with SweetFX (or Reshade with ONLY SweetFX) for only some SMAA. I say tempted because it could be a headache to deal with, lol. Also please don't ban me.
You can download Speccy and minimize the game while its running . Check the cpu tab to see where your cores are speed wise.

The only thing I am seeing is a difference in the actual manufacturer of the Geforce card. If possible can you check your GPU usage using NvidiaInspector and list your Usage % and Manufacturer along with card type. My PNY GTX950 never goes higher than 30% usage. Please keep in mind this is about 20 vs 20 games when the match is full. Please dont post assumed FPS if you are not running a program to display FPS. Someone in game told me they had well over 80 FPS but they were not tracking it in anyway. UE 4 Engine is locked at 62 FPS
