Well, kinda sorta. They are at least semi-nobles, given that they can refuse orders from any but their sworn liege, something no other dynastic Necron can claim as a privilege, and they also act as emissaries and luietenants politically, negotiating on their master’s behalf. One cannot do that without political authority. The vargard were more confusing, as originally it seemed they were rarer and one per noble, basing on the two we see. But then 8e clarified and put them in charge of all cohorts, which are nominally 50 Necron Strong, meaning there would be tons of them, and then there were half a billion in mechanicus. So I had to make sure nothing conflicted when making my post.
