So there is already an idea of a Player Forge floating around in the suggestions section where players could design their own content that would be on their player skin. Well, if the devs were willing to make map editor of sorts, I'd see no reason why players couldn't submit designs to the devs of their own maps that could become part of the landscape as the game expands into new territory. Also, because of the push and pull nature of the game, it is possible that eventually, down the line, an entire planet may be taken by a faction and would not make sense being playable during the course of a campaign. In this time, the planet could be taken off the grid reducing stress on the servers and perhaps with the great deal of maps being submitted, the original world could change to reflect their owners... and when the planet is able to be invaded, it would be reloaded at the beginning of a new campaign with its surface changed to a new series of maps.
Map editor hey? You know what, they could make the first world, and then turn over future campaign worlds to the players! Even better, they could release the world maker as an entire MMO in its own right, like Everquest Next's Landmark game. The basic world would then be laid out for the players to collaborate in the construction of things. It's ambitious, but could be a neat feature, and by no means is required at launch, really only after the first campaign wraps up.
I think this kind of player created content has a bright future in the gaming world. Steam workshop, etc, do quite well on that front. I think it'd be a good thing to implement, but I don't think it's a priority until the game's been out for a while.
Now, I'm not much of a designer myself (prefer writing to map crafting or the like), but I'm just amazed at the possibilities this would have. Sure, it shouldn't be priority compared to main game content (see Shadowrun Returns), but I'd love to see this in game!
I think we should be able to modify the landscape with the placement of defensive fortifications, but to completely change the map would be really weird.
Go on with that if you want to see penis-shaped canyons seen from space tool that powerful cannot be put in our hands

Dude the Imperium with its industrial capabilities is capable of turning a ocean world into a desert, Chaos does as Chaos does and can change anything, all other species are capable of doing this. Don't Tryanids alter a planets ecosystem for better assimilation, aren't orks a ecosystem in themselves and thus by invading a planet alter it. The struggle between the factions is basically who gets to have the most planets and mark them as their own. Remember what the Mechanicum did to celebrate the victory at Ullanor when the Emperah named Horus as his proxy and Warmaster.
