Lord of Decaying answers? I mean i usually tend to drag out old stuff that the ages have forgotten about. Then again Nurgleites dont tend to lack in the brains compartment, just look at Typhus/Necrosius.
I'd even say it sounds Slaaneshi as much as Tzeentchian. Lord of Answers is *definitely* a name i'd give to a Keeper of Secrets.
Hey, maybe it is Nurgle. Tzeentch is the Great Puppet Master and Nurgle is the Cutter of Threads. Tzeentch is endless beginnings and confision, Nurgle is eternal end and peace/calm, in a fucked-up, smelly kind of way. You do conclude a lot of the chaos and rampant speculation with your answers I'd say Slaanesh only cares about answers that take the form of secrets and Khorne's knowledge-base would pretty much go: Skulls 101: Where to find them and how to extract them
The means to the inevitable end, sounds Nurglish enough, i like it. If you think about it Tzeentch would be feeding you grains of misinformation with everything just to weave more confusion, so it would kinda not be in his alley to be 100% sincere.
