Why don't we just call it the Wind City Wasteland? I do expect some 50s style mobster gangs who are maybe based at navy pier because Chicago in any form has to have mobsters.

He has a story of being framed and being hunted. He was hunting a criminal all across the wasteland his crime was killing a Commander of the military he was to chase him down. He did but once he return the people shunned him then was cast out because they didn't want the man gone and dead the people thought of the criminal as a hero instead of him. On one night he was almost killed by one of the towns people then when he killed the man it was the Commander he was sworn to protect now he was the criminal and had to run as far as he could away. before going he took the helm of the Criminal he killed and he used it to hide he recognizable features. Little bit confused here. Is this someone who we'll meet in our travels or someone who somehow got access into an Enclave Bunker and somehow joined the Enclave's military?
