Great news! The Dark Reapers will get both Starswarm and Starshot Missiles for the Reaper Launcher and will be able to use the Tempest Launcher and Shuriken Cannon too

Now we just need to wait and see if they need to be Exarchs or not to use the Tempest Launcher and Shuriken Cannon. For balance that would be a no, for lore that would be a yes.

EDIT:
They could add Power Axes and Power Glaives (not the Executioner, but a "stock" one) as options for the Howling Banshees, since they have always been able to use Power Weapons not just Power Sword (though the latest Codex might have changed that).
In any way, you could even buy Howling Banshees with Power Axes in the old times.

I do hope balance always outweighs lore for this game. I think it just won't work if they try to hold too closely to the lore, given they have already transgressed in the most fundamental way (I'm not even sure what we're supposed to be fluff-wise, to be honest... some sort of roaming warp/webway consciousness or something? It really doesn't make sense that I could be an Apothecary one moment, then a Devastator Marine the next, or a Howling Banshee one moment, then a Swooping Hawk the next).
