I wouldn't think that the Council members will get unique gear or similar - Their positions can be taken from them, as you know Also, didn't the Devs talk about each subfaction having a number of lesser officers (Captain-equivalent) and an actual leader of those (Chapter Master-equivalent), where all CMs make up the Council for that faction (four people, five if there will be an additional sub-faction for each faction as mentioned). So it's already decided. Then how do we choose our leaders then?
