    No, because it would prevent the bleed-out/revive mechanic and Pain Boy from being used to simulate the Green Tide the way they should be.

    Orks should have access to Fightin' Juice! that should be applied faster than an Apo heal(which should only heal some HP on application and then leave a HoT), healing a small amount of HP and leaving a slow-acting but long-lasting HoT that makes it an effective combat stimulant.
    Orks that go Down with the Juice! active would have increased Down HP and Crawl Speed so they are more likely to survive and/or reach cover to be revived.
    If a Downed Ork with the Juice! active had the majority of their Down HP(I.E. 83.5%) when the Juice! wore off they could be auto-Revived to the Critical State.

    Pain Boyz could purchase a Needle Gun, which would not only allow them to apply the Juice! to Orks from range but could allow them to Juice! enemies to deal some poison damage/reduce their healing; a Slugga should still be the better ranged choice for the Pain Boy.

    In a game between equally-skilled SM and Orks where both sides have only 50 Deaths, SMs may have 200 Kills and 100 Revives to the Orks 150 Kills and 150 Revives. The Orks go Down("Die") more often because of their Orky behavior but also get Revived more often because of the game mechanics that support their suicidal charges.

    bE could also open up the option of becoming a Weird Boy from the Oddboy class. It's similar to how the Shoota and Slugga should be the same class and you should simply be called that depending on which set of weapons you predominantly use. You should have a Shoota, Slugga and Choppa, just like a Tactical has a Bolter, Bolt Pistol and Combat Knife and a Dire Avenger has a Shuriken Catapult, Shuriken Pistol and Combat Knife.
    After getting so many Downs with your Shoota you could unlock the "Shoota!" title and in addition to general XP that can be spent on anything could earn wargear specific XP that can only be spent on that wargear.

    All Eldar are inherently psychic and Eldar typically practice biokinesis for healing so they don't need tools to conduct surgery. Just as all Eldar receive some Guardian training it's feasible they receive medical training, at least enough to keep an ally from dying. Then they need to seek out a powerful Psyker(Warlock) that has more potent healing capabilities.

    Where is this Green Tide thing coming from? The space marines can literally do the same thing but more effectively so they'd be an Iron Tide. The orks are going to be equally matched in player pop on every map and it's going to be a while before anything massive comes online. And that Space Marines-Ork kill/revive ratio would realistically be around 200 kills and 100 revives for marines and 200 kills, 40-50 revives, and 50 teamkills for orks.

    Space Marines are able to crawl more quickly when they have Fightin' Juice!(an Ork only item) applied to them and have more Downed HP, while also being able to automatically Revive if they have at least a high percentage of their HP remaining when the Juice! wears off? Wow. I did not know that SMs were using Ork technology. /sarcasm
    SMs attempting to play like Orks would get dealt with.

    If a match was realistically SMs 200 Kills and 100 Revives to Orks 200 Kills, 50 Revives and 50 Team Kills, that would mean that only 100 actual SMs died, while 200 Orks died, meaning the Orks would be spending more time dead and end up losing more matches.
    A REALISTIC SM vs Ork match with the proper mechanics would be as I said it.
