I'm all in for possibility of becoming Planetary Governor/Governess. But I need to think a character who has reason/opportunity/probability to be in such situation. Logic is one of my hangups.

The most-likely candidates so far are Mr. General, Mr. Magos and Mr(s) Administratum for that role, just due to the fact of typical governors. But who knows, perhaps you arrange a special democracy weirdo act to choose your leader or some sort of council system, da hell I care. Actually I don't get any real Arbites, it's only me because this is a fledgling colony. Instead I get to use a posse made up of PDF and other militia types which I shall whip into "almost" Arbite worthy shape. They will even get gold stars for doing a job well done.
