Administratum is literally the administrative wing of the Imperium. It technically includes all Government and also has a sub-faction known as the Munitorium which is the military version of them. Essentially they get the final say in most matters and ultimately dictate what will happen as time goes on. Remember, if they fuck up you all die but if you fuck up, then only you will probably die (along with anyone attached to your power circle) So think of it this way, if it would be attached to the Government, it's more than likely Administratum. Health and Social Institutions, Education (outside of the Ecclessiarchy), Requisitions and Territorial Management are all dictated by them. And almost always they have little to no qualification for their position which is why we're all doomed!
ahh, right... hmm... could a biologist work then? Someone specialized in human anotomy and the biology around that? (Both possible for use in combat and for use in civil matters) while not being a space marine
Yes, though they fall under three categories: Mechanicus as they have their own Biologis faction | Civilian/Scientist not affiliated with the Administratum | Administratum Scientist (normally means you're their for weapon manufacturing and not to help people)
The first one sounds interesting Is there any examples of such people ooor? (would love to read more and not demand a full rundown of them)
Medicae are either formal members of the Guard or are part of the Auxiliary forces that follow them. There is always at least one dedicated Surgeon or Doctor with every Guard Regiment and in combat they have a lot of power when it comes to their operational theater. Literally, they can out rank a General if the General is in the operating theater during battle because of their medical priority which is pretty funny.
