I've checked the codex, it doesnt say anything about them having no bolter. Instead, they are treated as veterans. Assuming the only modification is the champion one: One Veteran may be upgraded to an Apothecary, taking a narthecium…15 pts • The entire squad may take Space Marine bikes…35 pts • Any Veteran may take melta bombs…5 pts/model • Any Veteran may take a storm shield…10 pts/model • Any Veteran may take items from the Melee Weapons, Ranged Weapons and/or Special Weapons lists. So we can have stormshields, meltas, and pretty much any weapon. But WP does get access to Storm Bolter and Combi-weapons. I think the standard Bolter is the lesser evil compared to the SB.
Storm Boltor would actually be more balanced, they cant snipe at medium range, equip cqc barrel, drum mag and textured grip and is so expensive they have to give something up to use it, in this case armour, it would actually have downsides. We all know that the boltor is vastly superior to storm boltor mostly due to costs which all supports have problems with.

The problem is not the codex but the way they implemented the WP in the first place. A wolfpriest would by EC standards act as an elite/veteran/chaptermaster (and would have limited healing abilities like in the codex). In TT he is a chaplain and veteran, spacewolfs as a chapter have a unique (and maybe inferior) way of treating wounded (since healing people up to full is not required in TT or the Lore like it is in this shooter) and the WP is not the run of the mill field apoethecary. All other factions have their supports labeled as a standard "soldier" type character. Chaos got a downgraded "aspiring" sorcerer to justify that. The eldar warlock has it's abilities also severly limited and the dok is more or less just a slugga with a healing grenade (mind you this also applies to the regular apoth, who is just a specialised tactical with a healing grenade). Spacewolfs should have had a regular Apoth (for balance reasons) all the way and there would have been no discussion. However other supports should have the option to go ranged aswell. Chaos is in TT not limited to forceweapons either and im sure (someone might correct me) the other supports could fit higher grade range weapons aswell.
I would be interesting to see Unless you make Warlock a spirit seer and Sorcerer non aspiring you won't see any of these, this is basically a HQ profile. at best you would get a chainsword and jump pack with no option for jump and boltor.
Isn't there also a Sanguinary Novitite in the Command/Honour Guard Squads that acts more like a regular Apothecary? I assume the current Sanguinary Priest we have is actually that.
