Assume that everything is the same except the Great Depression was far, far worst to the point every country globally was nearing the point of collapse and this is a final effort to re-establish control to prevent those in power from losing power. I assumed that from my own personal experience being deployed that since the seven countries I've been to, they simply called it the Ministry of Culture officially but they included basically everything else unless you went straight to the Foreign Ministry. Actually that is an interesting point of view, I may have to include who shall host the Olympics as a gag discussion for one of the final days just to be like, LOL you didn't see this one coming now did you. It is very much an economic heavy event and ironically, it's almost always been dictated by which country throws the most money at them which is sad. Scientists I have problem with being a jack of all trades but not Ministry's because those were normal to be like, it's rare even today to see a scientist that knows multiple fields that aren't basically the same such as a mineralogist also being a renowned astronomer. Yes it could happen but it's unlikely since most spend their entire life researching a specific entity within their field. I have to listen to my biology friends go off on biological weapons for hours at a time, I couldn't bare to think what would happen if they knew something else.
