I assume there is an advancement that reduces the cost of the jetpacks by 100lp? Can someone explain why raptors are apparently hurt the most from this patch? Isn't their lack of fuel regeneration counterbalanced by their insane movement speed with Mos?
Speed is not insane. Speed is balanced separately via armor regen delay. oh yeah, and there never ever were an advansement on jetpacks

Holy shit, I can have +2 fuel AND 60% regen? Please let this go to live. I will gladly give up having a decent melee weapon/pistol in exchange for that.
Can't currently test atm, can I still as ztormboy use power weapon plus toughness oriented loadouts? Say, power axe plus sparkly slugga plus medium armor, trinkets and gliph?
Doesn't it give you Eldar speed? So you're the same as the fastest infantry in game? Clearly it needs to be balanced separately on raptors, since they can so easily get away to regen their armour up. Im still struggling to see the supposed downside. Raptors go all speed like every other JPA or they can take gold armour, grenade and health kit and not have the fuel or regeneration...like every other JPA equivalent. Am I missing something here?
Yes, you are missing the fact that raptor is gimped beyond belief when compared to other JA equivalents, 2 fuel + 15% regen(+speed -armor penalty) as opposed to 2 fuel and 60% fuel regen all other factions have for the same price Shall i remind you that orks run as fast as eldar too during waagh and how this "must be balanced separately on stormboyz"
