Normally speaking, in terms of the administration of a new colony or any planet in the Imperium, it falls under the authority of the Administratum, the most powerful branch of the Adeptus Terra. While the Inquisition could certainly provide oversight, they would be out of their league in terms of expertise. They are the Emperor's eyes and ears and when necessary, His vengeful fist. Logistics and personnel management are neither their purpose or their specialty.

The rulership of any new colony would be by default the Administratum. Unless the planet was promised to a retiring Regiment of the Imperial Guard or a new home for displaced refugees of a ruined Imperial World that still had an established ruling caste in place.

and ill make a space wolf in a bit, it wont really make sense why a space wolf would be by himself helping a colony, but ill come up with something

Former high ranked politician on a world known as 'Haroldheim II Primaris', having been sent by the Adeptus Administratum, due to the close proximity and met requirements of experience, personality and talents.

Traits:
Politician - Knows how to use power, voice and economy properly to get what is required and desired in the name of the Imperium. (Basically a bonus on interactions with NPCs and other peeps; though I will show this a lot through RPing anyway)

Good Relationship (Adeptus Mechanicus) - During her high ranking on Haroldheim II Primaris, Stefanie built a relationship with the Adeptus Mechanicus that gave her better relationships overall with the Priesthood of Mars.
