Not in my opinion. You said Eldar tanks will just follow you. On that point, you already started from your situation. If you have a dedicated driver, who keeps your transporter on the move, chances are way less that some eldar driver will stick to you to roadkill mates that exit your vehicle. It's some kinda prevention tactic. Still, if the situation arrises, there are other things you can do (as lots of other posters pointed out).
Then please explain to me the situation I am seeing. LSM/CSM use Predators to support their push (and protect trasnports OFC) Eldar use FD with meltabombs to destroy Predators because Falcons don't do well in direct confrontation vs Preadtor. Eldar use their Falcons to support their push. LSM/CSM use their Heavy weaponry to destroy Falcons. Because there are more Trasnports then Battle Tanks, Transports are left to defend themselves with infantry. Where Transports are placed? Near enemy points to support attack. Eldar Transports can be used in mentioned way to onesidedly disrupt/deny reinforcements. LSM/CSM are left with two options: abandon forward deployment and relocate transport to a faraway spot where safe disembarkation is possible. Or try to destroy it. Unless there is an enemy Grav Tank nearby attackers won't bring in AT weapons. So, at Harraser's arrival attackers often lack any on-spot AT to counter it before it takes position on top of rhino. After that you either need to divert forces from other points to attack it from afar, or assemble AT team that can spawn in rhino and destroy harasser. In any way, 1 person effectively disrupts attack effort.
A trukk with a gunner/driver is actually so so AV. I've killed plenty of waves and falcons with a trukk. The wave takes longer but it is still able to damage other vehicles.
How you prevented it? By abandoning frontline support by driving away? Then enemy achieved their goal. Again, Read thread first as a whole, not just parts of it. Simply manning rhino with a driver all the time doesn't solve problem. Then I will have to repeat what I already said earlier about that tactic. OFC it works, but for the whole 10-20 seconds until you respawn and arrive to deliver the kill reinforcements are being denied. Do you understand it? I repeat for the Nth time. You CAN counter that abuse. But it is either TIME CONSUMING or REQUIRES A DEDICATED GROUP to be done fast. Which means that Eldar can create a lot of trouble with small investment while other factions have to invest a lot to counter it.
Its a transport, it requires time to kill. Meltaguns were nerfed for that very reason. If its that bad, use a different spawn. The Eldar are using 1 transport to sit on top of yours (making them an easy target) and it isn't positioned optimally to unload its own troops.
