I don't know about inter-faction chatting, but besides the guild ships, the mockup map they posted in that French interview also shows that each faction will have a base on the planet similar to PS1 sanctuaries.
Horrible lore or not, you will still need a source for the alliance restrictions. I've heard nothing of the sort.

Can't say no loud enough to any neutral places. There's no such thing in WH40k. There is only war, no hand holding. Alliances of opportunity do occur, but rarely, and that wouldn't excuse having a neutral zone.
A no from me on such things, games about war, eternal war to be exact. I dont want a place where people will sit around drinking tea while the rest of the population is fighting the good fight and bringing glory to their faction. If you want to socialize with someone theres this forum and any other interactive software around (of which there are many). Even one man doing pointless dribble in some hub somewhere is one man too many to not be contributing to the fight.
Althou with all the funny rp people could do with the rest of the factions with novels like *hold me you filthy mon keigh!* *Your mother was a norn-queen* and *My best pal the nob* would be highly entretaining im gonna say no... never at all we should only socialise with our own factions and try to kill the others.
