it would just be so much better if people spent their time thinking of actual current issues/ideas in the game, rather than dreams of the far future that help nothing right now, except for leading to, possibly, false promises, pissed off fans, etc.
A Guardsman is essentially no more than a Ork Boy; FTP meatshields. I imagine the Krieg and Catachan (maybe enhanced/armored Commissars) would be a significant increase in importance (and price). Honestly I would love to play first wave IG meatguardsmen rushing the enemy for my Liege Ward- er, I mean Lord. Of course, IG gets the Baneblade. So maybe Guardsmen can be pretty badass.
but orks can be rationalized to be "as strong" as a space marine due to the variability--or at least close enough in strength and durability and whatnot to not be a non-issue. non-veteran guardsmen can't-especially white hats, or whatever they're called.

exactly. and the orks have more numbers, so guardsmen don't NEED free to play as much as they do. plus, giving them free to play would cut the benefit of it in half. orkz would gain a LOT less members from it than before. and there is a good deal of variation between nobs and boyz. boyz dont just suddenly become nobz, its gradual. well technically--the strength growth of it is. they become nobs when they beat up enough people probably, or are picked. so if your just getting ready to overthrow a nob or something, you could technically be an ork boy, but actually be as strong as a nob.
I still say the best way to implement guardsmen is to have a class character that controls a squad of 5 troops. Like, say, a sergeant or a commissar. As you progress in the game, you can upgrade your guys from standard infantry to things like Kasrkin. Other classes can include Ogryns or somesuch.
Just to put it out there, any theory regarding NPCs can be thrown out the window. The developers also strictly stated than no NPCs will be allowed excluding the Tyranids, major plot characters, and the occasional story line NPC or base defense controlled by the AI. They have no desire to make NPC guards for bases or even minions for the PC. If you want to try and make something appeasable to them, don't include the word "NPC" or "bot" in it.
The only way they could possibly have enough guard on the field and to keep it lore friendly is to implement single-player controlled squad mechanics. A standard guardsman would get obliterated really, really quickly. Seeing 1 soldier take down a chaos marine by himself is, while not unheard of, extremely (almost excessively) unlikely.
