Sang didn't use mind bullets, or whatever, but he was definitely a psyker. The fact that Kurze had a type of foresight doesn't diminish that. Sang went in to his fight with Horus knowing he would die. Hell, his psychic echo is what keeps the 40k BA still batshit crazy. Most, if not all, primarchs were at least latent psykers imo. They were created from the most powerful psyker, after all.
