Vulkan. Out of all of the primarchs I've looked into, he seems to be the only one who seriously cares about the people was born to protect and lead.
Not to mention he's a perpetual, so outta all of his brothers he's pretty much the most difficult one to kill.

Ah, it means that Vulkan's regeneration capabilities exceed that of regular regeneration process of a Primarch. His body is regenerating so rapidly he can't be killed, it doesn't matter what limb gets stricken off his cells just regenerate everything on and on, thanks to that genetic trait he effectively gets back to life no matter what the damage. In the novel "Vulkan Lives" it is written that Konrad Curze (Night Hunters Primarch) personally beheaded Vulkan, ripped out his throat, stabbed him through the chest and virtually tore him limb from limb with his own claws. When these attempts failed to kill Vulkan, Curze had him eviscerated, shot at close-range by hundreds of Bolters, put into a ventilation shaft of a starship's engine and even stripped naked and thrown out of an airlock into the airless void of space. But the Night Haunter's efforts proved all for naught. That's what makes him remarkable in contrast to all the other brothers of his.
Vulkan's "active" regeneration i.e. while he's walking around is no different from any other Primarchs. His unique regenerative quality only takes effect after Death when his Perpetualism (a very rare and powerful Psyker Gift) activates . Many of the Primarchs had such skills and mutations: [*]Vulkan was Immortal and physically strongest of the Primarchs. [*]Corax was invisible, Vulkan lives states that Corax always moved at the edge of his vision and was difficult to "focus on" even with the enhanced senses of a Primarch. While my paraphrase is less convincing the novel seems to implicate that Corax has some form of latent Psyker gift that creates a "shrouding" effect. [*]Curze possessed prophetic visions [*]Alpharius Omegon were not natural twins but were infact a single soul split into two bodies which likely acounts for their lack of stature, what else this entails is never explained in Legion or the following novels. [*]Sanguinius possessed prophetic sight, flight and apparently the ability to produce life from his blood. [*]Lorgar had prophetic sight (A recurring theme) and a psychic Aura which meant even the blind could see him; he also possessed a malevolent visage noted in First Heretic as causing those who view him to suffer permanent blindness, night terrors and cardiac events. He later displays Psyker abilities similar but much weak than Magnuses. [*]Magnus possessed all known Psyker powers save for the excessively rare ones such as Perpetualism he also like Lorgar possessed a Malevolent Visage as noted by several character in the course of Thousand Sons. [*]Russ was bred a mutant with his Canine DNA but also seemed to possess some level of latent Psyker gift referred to as a "Psychic Scream" which appears to be an ultra-high intensity flare of warp energy which was capable of harming warp sensitive individuals and killing those who were weaker willed or possessed great warp sensitivity it also seemed to enable him to trigger the dormant Flesh Change in atleast one marine. This Psychic Scream seems somehow linked to him Howling. Those are the immediate ones I can think of but yea Vulkans gifts while arguably the most powerful gift wasn't such a special case when you examine the gifts of others.
On Perpetuals, there have been five so far: The Emperor, Vulkan, Ollanius Pius (though he's thought to be dead), John Grammaticus (a member of the Cabal, a cross-species anti-Chaos group) and Anval Thawn (Justicar of the Grey Knights).
anouther note on perpetuals it isnt a psychic power, and by the miny book released by black library over christmass Dante is hinted at being a perpetual
Perpetuals are not outright stated to be or denied as Psyker Powers however given the nature of 40k I'd say the chances are best it's some form of Psyker Power hence why ending of Vulkan Lives.
