Okay so as we may know the primarchs represent different facets of human personality and psyche in varying degrees. Horus- charisma leadership Sanguinus- beauty Etc So what about the lost ones what do you think they represented.
His pride was his weakness, but what you're listing was part of his pragmatism. The legions had to be split up. This was not a matter of opinion, this was a matter of fact. The legions were to big and also to unwieldy. The legion was great for the great crusade, but when it came to defending the Imperium, they were far to big and unwieldy. You don't need a legion to show up on a planet when a company of a chapter can do the same job. Further, having a legion at anyone's fingertips is far to dangerous politically. Horus, who every other primarch considered to be the best of them, fell. If Horus could fall, so could anyone, and having another Horus rise was just about the worse possible outcome but also one that was much more likely should the legions remain as entities. That was always gullimans thing. Pragmatism. He would do anything he thought was necessary to get the job done. And the thing about pragmatism is that it is very rarely nice. As for the whole 'sitting on macragge", the horus heresy coincided with an eruption of massive warp storms across the Imperium that cut people off from each other. Gulliman did, again, the pragmatic thing. Assume if we can't see it, it's gone, and bunker down and hold humanity together. As far as he knew, the rest of the galaxy was lost already. Consider these two options. 1. Leave macragge and Ultramar behind, plunging into the warp, without a guiding beacon, risking your entire legion or a majority of it to instant death to try and even see if the rest of the Imperium is doing alright. or 2. Get every ounce of humanity that's still surviving that you can find together, teach them to fight, and wait for the enemy to come to you. And if I may say, his ideas on how the Imperium should be were absolutely superior to his brothers. Vulkan and Russ may care about the common man, but only when threatened externally (for the most part). The common man in Ultramar is living a lifestyle that pretty much anyone else in the galaxy would be envious of. Most of the other primarchs couldn't give a flying crap about the plight of the common person. A few actively disdained them. To say "who the best primach is", looking at their deeds in life is less important then looking at the legacy they left behind. The Space Wolves and Salamanders are certainly crusaders in the classic sense, but outside of their home planets their influence is nill. The same goes for the Blood Angels. As for the Codex and the Ultramarines, that really is a writer dependent thing. Most writers outside of Ward write the Ultramarines as treating the codex as a holy book, but the beginning of wisdom rather then the end of all wisdom. However, glass houses and all that, especially with the Iron Hands, who have completely shit all over the legacy of their primarch. It's one thing to somewhat lose sight of your primarchs ideals, it's another thing to literally do the opposite of what they say.

Which is a short term solution to a short term problem. "Reassembling the legions" is just as easily called "forming a great crusade". Of which there have been several since the legions split. The legions simply aren't necessary. Form a crusade. Wipe out your enemy. And then split up again. Never again allow any man or man-god to hold that much power.
the point is: if a true menace come to Terra that's mean that the codex astarted failed and weakened the legions, so it's needed to change and space marine needs legions again for protect the imperium because chapter are not sufficent. The imperial fist of the 32K was litterally sitting on the walls of terra waiting for enemies.
I think you misunderstand my point. The "legions" are basically just "Great crusades" but all uner the control of a single dude. There is nothing stopping a great crusade from being called to defend terra. If the imperial fist want to sit around waving their dicks at Sol, that's up to them, but there's millions of other planets of the Imperium inhabited by humanity that need to be protected as well. And the Chapter system works much better for that then the Legion system ever did. Not every conflict requires a legion level response, but when you have legions thats what you have to respond with.
