Fabius either did or tried upon what you read, but the Sons of Horus assaulted the Emperor's Children and destroyed both the corpse and the clone. Ferrus Manus has been dead for ten millennium, you can't just stitch a primarch's head onto a body like an Ork. Plus either part of the majority of Ferrus Manus' soul was turned into a Greater Daemon of Slaanesh, because MAAAAAAATT WAAAAARD. Sanguinius is dead but possibly resurrected as the Sanguinor or whatever the hell the Blood Angels call him. Rogal Dorn isn't dead. He's MIA after a naval battle. The 6th Edition Space Marine codex retconned it to the Imperial Fists only having his hand. The fuck? Corax isn't dead, he never has been in the fluff. Curze is also as dead as a dodo. Killed by a Necron Phase Weapon wielded by a Cullex Assassin IIRC. Whatever those latex fetishists calls themselves.
Since I admire the Blood Angels most and because of his selfless deeds to protect the emperor, there can only be one choice for me: Sanguinius – The Great Angel!
The difference was that they didn't ressurect him however, his soul was destroyed. Any clone would have been a clueless twin that, while genetically close to Horus, would not have been "Horus" if you get my gist. You can clone your favorite dog, but you won't get it back. Feruss Got MAAAAT WAAARDED' by the Iron Hands Supplement where either part of his soul or his entire soul was turned into a Keeper of Secrets. So he ain't coming back. And yeah, Rogal Dorn got retconned to just being MIA by the 6th Edition Space Marine Codex.
No, the Emperor is a warp entity close to the power of a Chaos God. When the book says "Horus' soul was olbliterated with mind-bullets", Horus' soul was obliterated with mind bullets. And what? The Primarchs weren't comparable to people of the past, they were made from power stolen from the Chaos Gods to create souls (originally the GEOM bargained with the Chaos Gods to create the Primarchs, Chaos apparently thought the deal was so good they paid him in advance with the knowledge) which the GEOM used to create humans magnified into god-like forms drawing immense power from the warp. They weren't clones. Also, Manus can't be revived if his soul is part of the Daemon. Slaanesh owns it, you can't take souls back from the soul-eater.
Mine favorite primarch is Sanguinus - Nobody did so such a sacrifice for the Emperor and mankind, only him. But Rogal Dorn is cool, too.

This is tough, but here are my ranking of Primarchs from best to worst and why (forgive the grammar I'm writing this off the top of my head): ****Spoiler on #10 for Alpharius**** 1. Pre Heresy Horus: I hate to pick him because he did destroy the Emperor's dream and all, which probably doesn't look good on his resume, but before that he was frequently mentioned as the greatest of the Primarchs even by several other Primarchs. He was a skilled warrior, general, politician, ect, that was why he was such a threat. So I feel I have to give him top spot. 2. Guilliman: I didn't use to be a fan of the UMs until I started reading the HH novels and now I really like them. Guilliman really is a good leader, in particular he's a good bureaucrat. Although to be fair the Primarchs wern't really created to be bureaucrats so YMMV. THe worlds he rules generally prosper and flurish, plus he is skilled at tactics, even if he isn't the best fighter. 3. Sanguinius: I could probably be convinced to give the Angel the top spot. He deeply cares about his people (astartes and citizens), he is charming and beloved by all, he is one of the best warriors , there really isn't much not to like. 4. Dorn: he is very loyal, but he just didn't seem to have much charm and always struck me as more of a talented follower than a great leader, plus there are a few things he did that I didn't much like. Still, he is a very important Primarch. 5. Russ: Russ is a badass, and that's not a bad thing to be if you're a Primarch. He's powerful and loyal, but a bit of a hothead. However he doesn't seem to be much of a leader, after all if you were a citizen of a planet ruled by one of the Primarchs I'm guessing you wouldn't be hoping it was Russ (although it could be worse). 6. Vulkan: I like him because although he can be harsh he seems like a nice guy, I don't know if that makes him a great Primarch but its my list Really he isn't necessary the best leader or warrior or most dynamic, all in all he would probably be in the middle of my list. 7. The Lion: he is one of the most powerful of the Primarchs and even Guilliman admitted that he has a slight inferiority complex when it comes to the Lion. But the Lion's a bit too secretive for my tastes. I also didn't like how he abandoned his adoptive father, but I do understand it (I won't post spoilers). He's willing to be a little shady and you are never 100% certain of his loyalty. But despite this he is very skilled at both tactics and personal combat and is a dynamic individual. 8. Magnus: I really like Magnus, he's one of my favorite Primarchs, I like how it was his huberous that forced him into chaos, he remained loyal, its kind of tragic. However he made some really bad decisions which domed his legion so I have to put him down of the list. He is one of the most intelligent and perhaps the most powerful Primarch though and many of his bad decisions are understandable. 9. Corax: Corax strikes me as a good primarch but not great. He cares about his troops and generally leads them pretty well (I'm not going to hold Istavan against him) and is pretty good in personal combat. 10. Alpharius: he doesn't stand out but that's what he does best. I like Alpharius/Omegon and the Alpha Legion. And I think the semi-retcon of them being loyal is really interesting. However it seems like a bad decision. If there goal was to be deep cover infiltrators and secretly sabotage chaos from the inside I would be all for it (even if they did fail and eventually fall to chaos), however their goal was to help chaos win and wipe out humanity so that chaos would lose in the long run, this doesn't seem like a great plan. 11. The Khan: he seems like a fun guy to hang out with. In reality he actually seems like a pretty good Primarch, he's a skilled warrior, he has the respect of his men. I think I only put him down so far on the list because he's a bit forgettable. 12. Ferrus: I also don't know why he is so far down on the list, he seems like a pretty good Primarch, but for some reason he just doesn't stand out to me. 13. Lorgar: ok now we are getting into the actually bad Primarchs (bad as in their legions probably would have been better off without them, not bad as in evil). Lorgar arguably doomed the galaxy, that's bad. In addition before his corruption he was considered by most of the Primarchs to be the weakest. However I actually like Logar and have some sympathy for him. He sought approval from his father which wasn't exactly reciprocated, his dad wanted a warrior but that's not exactly what Logar wanted to be. He had his world shattered and fell to chaos in a crisis of faith (and he did it for what he thought was a noble reason, rather than for personal glory like Horus). Even when he was corrupted he still cared for his brothers and was willing to let them take all the glory. 14. Fulgrim: he might be a bit of a fop but he does know how to fight. He let his ego get the better of him, and although I thought his fall was an interesting story it didn't get him much respect in my book. 15. Pertarabo: he just seems unlikable to me. He's not really that bad, I'm not sure why I don't really respect him. Perhaps it was because he was a bit standoffish or perhaps because he could get a little whinny, I'm not sure. 16. Mortarion: from what I've read that he's in, he doesn't really strike me as caring too much for his sons or for anyone for that matter. I have heard that he devoted himself to Nurgle to spare his son's and that might be true, but my guess is that he did it to save himself (but I will have to see). He is a skilled fighter but he seems like a poor leader. 17. Curze: Curze makes Mortarion look like father of the year. He is a badass, but he's also crazy. I haven't read too mcuh about him pre-heresy and his interactions with his son's but from my understanding he holds most of them (if not all of them) in a fair amount of contempt. So he might be a skilled warrior but a bad Primarch in my book. 18. Angron: I like Angron, but he is pretty much mindless most of the time. The rest of the Primarchs are geniuses even if they make some pretty bad decisions now and again, Angron is simply a fighting machine. He might be the best Primarch in personal combat but he's a very poor leader. Plus he put the nails in his sons heads, even they frequently don't really respect him. I do feel for him, and he is a badass so I like him as a character and enjoy reading stories about him, but he's a pretty poor Primarch. Even Curze has at least some leadership skill.
