Word Bearers dont need to win, they are already one of the 4 legions that the developers will put in the game.

Before the game launches there will be another vote made by the developers to put in a 5th legion. On that vote the biggest chances to win lie with the Alpha Legion.

As for the vote, yes these 4 legions are already confirmed to be in the game at launch, the 5th one is going to be chosen by the community.
