I think we need less Patron Legionnares, and more Renegade Marines. Those are the ones that still carry Horus' grand vision
A lot of people have problems with the legality of his existence. Not being owned by the company that makes the game tends to dissuade them from focusing on him. A shame, of course, but that is why we are renegades.

If they could make a profit by adding Malal, even after royalties and possible court cases, they probably would. However, current approval of Malal isn't enough to warrant the legal and fiscal risks.
