If that was true then Eldar would also be seeing discounts on their specialist wargear, which they don't. The ASC, TLASC, and plasma bundle are all priced the same as their counterparts. The meltabomb bundle, while unique, is also priced accordingly. The same for the Banshee's stamina options. Across factions gear is priced with the same weight. If you want to talk about generalists, the electro-knuckles are 150LP, and the orks are the most versatile of the factions. Looking at the pen mods being equal 50LP for +16 pen, it seems evident to me that the pricing was messed up across these three weapons, and should probably be 100LP across the board. And melee is actually a part of the DA's specialty, small point, but it's there. It's why they have special melee rules in TT.
That's a separate, even if related, issue. The game is meant to be asymmetrically balanced and it should be a perfectly valid part of that asymmetry for the same exact upgrades to be priced differently for each race. Then they should get additional melee focused wargear, rather than all Eldar having cheaper access to better knives.
I note you skipped why orks, the most general and melee of factions, pay the most. If there was anything in the pricing that reaffirmed your statement, then maybe. But the vast majority share pricing across class and faction. Those that don't are generally odd, and it really just looks like they screwed up pricing. I'm going to make a list, and you can disagree with it. If a dev sees it then they can decide.
Mostly because the discussion is about the Eldar. Partially because if I had it my way, Orks would be play as something other than nerfed Marines, for example: no armor(no quick regen in cover), double the Health and regenerate Health based on their numbers in close proximity(promotes 'reckless' charges and proper Waaagh! gameplay), and that's just to get things started.
That doesn't explain why every Marine and their primarch should all have access to Power Fists, Grav weapons, Gilded Bolters, Sternguard Bolters, and even Storm Bolters. These things are reserved only for their equivalent of our Exarchs or Deathwatch. Why should a random assault marine get a Power Fist or a Tac get a Grav weapon yet a Scorpion can't an exarch weapon? "Hey Eldar! You can't have Dire Avengers! Hey recently made Tactical Marine! You can have the Primarch's personal flagship!"
Because it's not supposed to explain that, it's supposed to express my opinion on the topic of scorpion claws. God knows why it's so, but we should catch up eventually with new content.

Sternguard Bolters/Gilded Bolters = Standard Bolters with some mods, they're just skins with mods that we can already equip Grav weapons aren't 100% restricted to higher level marines, more just squads and expensive to equip (they could probably use an LP cost increase in game) Stormbolters are somewhat standard, unless you mean the Vengeance, in which case that thing breaks all kinds of lore...I hate that thing Also... How much stronger is the SS Claw than a Powerfist? Do you want it restricted to Exarch, or do you want a 700+ lp cost like the Tempest Launcher? Or do you want it artificially changed away from lore so that it is more easily balanced? I'm not saying I disagree or agree with the whole exarch thing...just pointing out the flaws in that particular argument.
i d be in favour of something unique to this game a vailable to all SS.(i.e. only the claw, not the shuriken pistol attached to it) rather than following the lore. keeping the shuriken pistol on it while leaving the other hand slot open would open a whole can of worm. I d see it as a tier 3-4 weapon faster than a powerfist but doing far less damage on vehicle.
Personally I want it to be a power maul with higher pen for 500lp with the power fists animations with maul speed of course, then you can take heavy armour, nade and med pack and go a melee brawler for the team giving the class a gameplay choice and not a complete upgrade like power swords for LSM and CSM Its the least they could do considering that Scorpions aren't assassins in the first place and is still missing his other game mechanic
