I don't really think a 1 minute reply delay is too long, it may stifle a bit but overall it isn't that long. Or I could just be a slow typer, either way lol

I think it may be because they prefer people to make lengthy and well thought out responses, rather then kneejerk reactions. Or to cut down on spammers.

Yeah, I know it s*cks. Atleast it ain't a 15 minute one like DakkaDakka use to be when they had a bunch of spammers. >_<

Eh, I'd lean towards to stop spammers, a well thought out post doesn't always have to be lengthy and if it's part of an ongoing discussion it may have been thought of ahead of time
