The terminator certainly isn't, can't say for certain with the wraithblade/guard. Same mesh. The devs even admitted to making essentially zero progress on terminators, they put them on hold for other things.
They are different than what we've been shown though.... they might have said something but they obviously did progress!
I don't know why anyone really complains about Terminator proportions. They are not really proportional even in TT or official art of even fan art that looks really cool: 80% of the time I see terminator art the head is so damn tiny to the body there's no way their shoulders/arms/legs are matching up with the joints in the armor.
Astartes anatomy is far bulky and superior than ordinary human Plus Terminator is basically astartes wearing powerarmor wearing another armor that is tactical dreadmought armor.
