Actually, compared to Necrons and Dark Eldar, the Tau have more PC game appearances. They have their own FPS: "Fire Warrior". And, as noted, there is absolutely no reason for Necrons to be a PVE faction.
It's not even a contest, Tau deserve to be the next playable race. Necrons should be saved as a pve threat in an expansion.
As much as I love me some Necrons and Tau, I think Sisters need the love so much more. Most of our models are still metal, and the 'codices' we've had in the last few editions have been awful. From a holistic 40k point of view, we need this so much more than Necrons or Tau do. Also, we have three all-male factions. It's not the only or most pressing reason to put a faction in the game, but it's something to think about.
I'd vote for in this order 1) DE, simply cause they are my fav (CWE already in or not DE have their own flavour and no allegiance) 2) Necron, cause they are awesome looking (Dont need another NPC race the 'nids have that covered in spades) 3) Demon, got to love demons and they will happily kill anyone 4) Tau, for the simple fact they are a distinct race with no allegiance ( no real melee options though) 5) SoB, armoured puritan sisters..sounds fun 6) IG, never really liked em but they deserve an invite to party eventually
I'm just too old, to me all of the factions mentioned above are new creations that didn't exist when I started playing the TT so I've never really played with them or against them, they just don't do anything for me.
Pills that generate excitement for white metal miniatures, that's a very specific niche science if I ever heard of one.
Ummmm DoWII: Retribution? Hell they even had their own FPS game... Was DE in any other game but DoWI? They were the only major race not in DoWII... They are very different from eldar... Have you seen a Talos... they would be epic to see on the battlefield...
