you don't need anything as of this moment, what you actually need over anything is better thinking, considering the majority of your faction still believe they walk around in plot armor and can do watever they want (and after all teh shit they get from complaining on these forums you'd not have to think long enough as to why you have so much stuff) meanwhile eldar and orks still dont have everything promised as well as some things in the animation department being a little...off but seriously again, all you all need is to play better, like the most of Orks and Eldar... and quite an amount of CSM and some of the LSM you have right now!

Just 50. -Removing weapons: Apoth only, but you cant save the loadout if you have no weapons -Assault Marine capping should be a 50LP key you can equip in key slot if you dont have a shield (Sorry, but key + shield is too OP) I also play marine mainly, so I know what you want, but then people will cry
I agree with @JimFireston if you have a team of ACTUAL players instead of the majority of LSM you should have no problem winning. Join a guild. Learn to work with a team and the weapons we have, get Servo Skulls with a team and wreck house. Frankly, most of the LSM player base needs to git gud and other factions shouldn't be a problem.
So I'm going to the ask the question, why do you think shield+key=OP ? I mean, orks have shield+key, so it's not a totally crazy idea. I would hope that whatever version of Dire Avenger that gets a shimmershield can cap. Is it the strength of the shield? They're still pretty costly (although cheaper with your suggestion) so you're paying for the wargear you get. I don't believe they can take meltabombs, so it's not a very wide coverage of roles even with the powerfist. Shield spam is annoying, but it's not like you can't counter it (especially given the current meta). Meltaguns and anything AoE do fine for breaking through. DA I find are at a disadvantage in shield spam, same as the supports, but teamwork I guess. So yeah, what do people actually see as OP about shield+key? I'm curious to know.
I really don't want want melee cappers for LSM and Eldar, if melee is altered to be stronger than ranged again all games will be a mosh pit of clanging and kicking if everyone has a melee capper.
LSM doesn't need anything else they are fine although I am not opposed to GA and one of the Eldar classes getting a cap key.
So why not work the other way around and remove the key for the other melee classes of other factions?
Asymmetrical balance. Chaos and Orks are more short/close range focused in lore, so they get a melee capper, while LSM and Eldar are more focused on mid and long range combat, so they have one capper (ironically, both LSM and Eldar have a close range gun for their cap class)
It's a question of point of view, some Space marines chapters like the blood angels are totally dedicated melee fighters, falling upon their ennemies to shred them.
