Psykers are extremely common and Chaos has lots of Sorcerers, not to mention Eldar and Orks are an entire race composed, literally one hundred damn percent, of psykers. Even if something isn't 'common', .01% of the population in the trillions is still going to end up with massive amounts of psykers. The only ones that actually wouldn't have concentrated amounts of them would be loyalist Astartes, considering the restraints put on psykers by the Imperium.

Dawn of War is a terrible example of any fluff, period. Great game, terrible examples of the W40K universe save for a couple factions.
Say what you will about the game in total, but Gabriel Angelos and Eliphas The Inheritor are up there with the greats for me.
-_- yeah, there are alot of psykers in the Warhammer 40k lore but for every race psykers are not the mosk common thing when they invade or defend a place. ( exept maybe for eldar ) space marine only use very few psykers. They don't take every psyker they have, rather maybe 5-10 maximum. Chaos, may have more but that is cause they are very attuned to the warp and even they are maybe around 50-100. Orks actually don't really care and if there is a weirdboy amongst them they are happy with it. and weirdboys are not THAT common.
i hope, kind of, that the factions (chapters, warbands/legion, craftworlds, clans) are the actual classes. like "i've got a word bearer with lvl xy/xy time played" and the classes within these factions are speccs/talents of some sort. though, otherwise, i would want a khorne berzerker.
