It doesn't even make much sense for Phoenix Lords to lead the warhost. Phoenix Lords are like Exarchs in that they are entirely focused on their Aspect and their way of war. This makes them very good at leading their own warriors, but bad at leading a combined warhost. The only Phoenix Lord that would potentially be able to pull that off would be Asurmen, since he taught other Lords. But still, Phoenix Lords aren't generally used as overall leaders, that's what Autarchs are for, since they go through several Aspects of Path of the Warrior and THEN take on Path of Command, which lets them understand what different Aspect Shrines are capable of and how they fit together.
My favourite is Fuegan, followed by Maugan Ra, then my boy Karandras. Jain Zar is probably just into the negative on the Like/Dislike scale.
