EC is technically on full release however it may as well be considered a Beta as it's still going through a lot of testing and rebalancing at this time. Also the console release has sadly been delayed until the PC version is stabilized enough. So right now your brother is unfortunately out of luck at this time.
Well... From PR perspective, EC is allready released. Gameplay feels like Beta. Console-release where paused, to fully improve the Game until they deem it finished. You can't pull the Beta-card on Consoles i guess... but on the other hand, in only have a pc ^^

I see, I will let him know but on another note I got this game on steam like...two days ago and payed the $20 to go full and I find when I was on the forums there and you talk about any issues people seem to get really upset and freak out. Is that normal?
Yes. The steam forums are a screaming mass of cancer. Granted, these forums are pretty salty most of the time too, but we have memes.
