    1. Yes. Rare. Yes extremely difficult to unlock. Yes, hell of a tableturner when the sides are qually drawn
    2. Yes. With proper display of skill any and all players can get to use them. Not because of rigid limit or voting blasphemy.
    3. Yes. Autarchs have other things to do other than leading people by themselves. That's Exarch job.

Indeed, but in most cases the dev comments are too shady and vague. Well, the game is in some embryo stage, I get it...
But still, the position sounds plainly populistic and simplified.
It needs much more depth than already mentioned, and what a dev can't see a player can.
Just comments from devs are meant to be plainly tweeted.
That's what forums are for in the first place. Feedback.

There are many ways of coping with such problems.
    1) No super units unique units and so on. Avatar is either an NPC that leads the greatest charge, or is a Dev-controlled uber-unit that comes during events.
    2) Extreme resource costs of maintaining and extreme requirements for unlocking. Repairing, refuelling and supplying a Mega-armoured nob takes as much resources as supplying a dozen of boys. So a wise commander will just say "nope, man, take it off and go on two legs, we ain't ahving that much resources and tank is more valuable right now"
    3) Timer. Yes, man, you unlocked ability to become Exarch, for instance. But you can't become one more than once a week. With timer diminishing with each objective accomplished with the same Class (banshee, for example). That way there won't be tons of Exarchs running around (there already won't be because it's supposed to be a pinnacle of determination. and irreversible, which not many would like to see)
And many would do their best as some particular class to make it happen sooner.

A bit incorrect. I oppose grinding. Grinding is bad. It just plainly kills the game process.
That's the extremity. With the opposite extremity being "all goodies for everyone almost from the start no matter how afwul you are"
The middle ground, I presume, lies in requiring player to play well. Not much, not long, but well.
Doing what the class is meant to do and doing it well for some time.
That is the middle ground because it
    a) requires a Apothecary to heal and Devastator to shoot well
    b) requires some time to make sure it wasn't plain luck or guild-abusing.
example: Devastator, maintaining high hit-to-miss ratio, high damage\kill ratio, high crit hit\hit percentage for, say...a day/week/month/campaign is a good Devastator. And should be rewarded by allowing him to spend resources on more and more specialized ,advanced and shiny equipment. The higher the stats and the longer he manages to maintain it-the better "rating" he has and the better goodies he gets access to.
It's balacned out by the fact that the more specialized and rare his loadout becomes, the more resources he has to spend on spawning with it, the more resources he will need o spend on ammo and fuel.
So even after unlocking some gear it could be wise to refrain from using it. Because Artificier armour is expensive as British Lawyers.
I'll try to come up with visual representation graphs and all if I have boring enough lectures...

I'm just saying that some achievements can be nigh impossible to achieve on weak machines or with bad connection, thus blocking even a good player.
That is a flaw I cannot think a work-around to. No arguement. Plain statement.

remember star wars battlefront ? the hero units like the jedi were limited with time and only obtainable through a lot of kills. i think the devs can build and tweak on that mechanic.

There should be a stun effect when it is hit.

I'm quite curious how they will implement (if they implement it at all) the hero classes :)
On that note: while Exarchs and Autarchs are not that common, an ork Nob or a SM sergant or CSM aspiring champion is quite a common sight, however they are about the same power level.
    Now THAT will be hard to balance out properly ^^;

On the Hero units and Super units:
Super units should be AI driven NPCs triggered only by certain situations (like one hostile faction reached HQ and about to mount an offense or an event). While Hero units are less powerful then say... an Avatar, but they still hold a considerable power. Hence why I think it should be a limited amount of them + be duration bound (with a hefty long CD). I know everybody would LOVE to play their fave champion archetype of their respective race, however that would make the Hero class a common sight, which would evidently lead to a nerf. I'd rather see a few of them in a hands of a capable user then see a watered down edition that'll make me cringe whenever I see one x) The ideas so far seem interesting. However... not sure if it would work. People would complain of being closed out of this particular choice if its open only to a few individuals (yea... humans are a selfish race by nature XD).

Why didn't you make a class-system more... personal? Like in other MMO games, where you choose your character's class once.

The only irreversible thing that can happen to a character is Exarchhood.
SM and CSM ahve no irreversible desisions

We are still talking about the MMO game and unit specialization. There will be various squads and specialists in the chapter, so it should be irrevesible.

so we are forced to play a certain class forever untill we start grinding another one ?

yeah, i can hear the people scream for restricting gameplay choices already...
