500 slow moving suits of armor walking to a base? Change to anti armor and have a field day. You'd need around 100 vehicles to transport them if you wanted to move quickly, good luck with that.
What if you just ratioed it off the battleforce structure? Gotta have an hp, so many troop choices, 3 fast attack, 3 heavy, etc. If you play it off the ratio of the table top it would at least be realistic to the game. If we wanna go off the fluff we will have only one squad per field. When Rynn City was falling there was a single squad of termies that held a tunnel for months, against millions of orks! If anything, it would have to be a squad based thing that is delegated from on high. Let the leader decide, and have it based off X amount of experience or something, this would stay true to the fluff in that termies are the older, more bad ass members of the communities, same thing for dreads.
Fluff power levels fluctuate a lot though, termies being mostly bad on the TT doesn't help either. Making them achievement class type things can work, but I don't why people are worried everyone will be a terminator when I've seen many die hards for all sorts of classes, chaplains especially.
Time to go hunting for the master-crafted relic case-hardened gilded tactical laser-sighted power assault cannon mark II. Actually, I would like one of those.
On the subject of classes, yeah I'll probably play a terminator, so long as they even have the option of taking things other than storm bolters and power fists. Honestly, the assault cannon is the make or break for me anyway. Other than that, devastators sound amazing- and a lot of this game is going to be determined by health/damage output/speed/versatility. For example, TF2 manages to make the heaviest class also dish out the most damage by tweaking effective range. Terminators in this game may not be extremely viable beyond relatively short range, and even if they are, may have other strings attached (for example if there is a currency based issue like world of tanks, limiting them by their deployability, or if they are unable to capture objectives).
Drop pods, Teleporters, Hell even just a few land raiders to draw the attention of the main assault. Also Terminator Armor has shrugged off tank fire before (Again some parts of the lore says it can others say it can't).
They tanked artillery in Horus Rising but was chopped by genestealers in The Emperor's Finest, for balance sake we can say between a tactical marine and a tank would be their defence. Drop pods is a maybe, doubt teleporters though.
Most assault terminators had the teleporter backpacks. It's not too much of a stretch but would require co-ordination.
oh god i'd love to try out an assault terminator mass teleport. That would be the funniest and also most horrifying thing to witness.
More from the balance perspective, unless you could teleport only a certain distance from a base, I guess a destructable beacon could work, but as with everything else it needs to be balanced.
