As already mentioned by others, they have said how they feel bad about killing others (humans ext). If you've read any of the novels about them you would see they aren't a malicious or 'cruel' people. You would also see that they don't attack the Imperium or anyone with out explanation, aka Farseers divining the best path forward. The Imperium might see it that way but this isn't about how they see things or lack of information given to them and Eldar lore is showing you that.
to the humans perspective its without explanation--i should have clarified. but though some eldar see humans as nice or whatever, they are seen as animals on the whole. also, just a side-note. eldar human relationships basically amount to bestiality from the perspective of eldar society.
What do you base that on though? Eldar have allowed some Inquisitors into the Black Library which is unheard of normally, and if you thought of humans as only beasts then that wouldn't be able to happen. There is also a few instances in the novels where Eldar tried to warn some SM's of treachery but sadly their ego couldn't handle the suggestion so they attacked the Eldar instead. Novel Farseer, the 'Farseer' and Banshee Exarch? had no problems with helping the humans, and the Farseer was friendly enough and the Banshee chic might not have had the greatest view of humanity but she warmed up to them.
I think she was a Dire Avenger, though I've never been able to decide if she was an Exarch or not. Interesting novel.
its pretty simple really, as an CW Eldar your part of an endangered species, she-who-thirsts is always lurking waiting to steal your soul and over time due to her appetite our numbers have shrunk, the soul stones and the infinity circuit help preserve our souls but like all material things they can be lost or destroyed, duty and honour is our life and we are rightfully proud, the way of the path helps control our psyche from focusing on behaviours which would lead her to us but at the same time results in our reduced birth rate, its a slow spiral that will probably lead one day to our extinction, the CW Eldar see chaos as the great enemy and the humans and other young races as easy prey for that enemy, they fall to its whims all too often and can not be trusted, if they can not be guided then they must be controlled, if they cant be controlled then they must be destroyed lest they only feed the enemy, as a Dark Eldar your part of a cursed race, she-who-thirsts must be appeased as her appetite is endless and she would consume us all, our souls must not fall to her so as she feeds on us we will feed on others and avoid her grasp forever, our survival is everything we will not sacrifice our freedom because our strength will ensure it, we will grow stronger and one day we will be free of her, the Dark Eldar see she-who-thirsts as the great enemy and everyone else as appropriate sacrifices to be made in order for our continued survival, we will take who we like, we will take them when we like, and no-one will stop us as an Exodite Eldar your part of a fallen culture, once we walked the stars and our pride and arrogance cast us down, our cousins in the craftworlds and in the webway are like us just shadows of all we once were, we saw the fall coming and tried to warn against it but none listened, instead we will withdraw, we will learn humility and start again as long ago our ancestors began, our world circuits will preserve our dead so they may speak and guide us on our long journey of redemption, if our cousins want salvation then we will open our arms to them and help them rise, as we struggle we grow strong, and one day far in the future we will once again walk the stars and stand true as we were meant to all along, exodite eldar see chaos as the great enemy and the cause of the decadance which destroyed their people, the fallen and the strayed cousins can be redeemed if they are shown the truth, the younger races are a danger but only when they threaten the new homes we have found, when they threaten the rebirth we have begun, time will heal our peoples wounds and make us whole once more, and to get that time we will withdraw and leave others to their own struggles as we wish them to leave us to ours, come to us with peace in your heart and you will find it, come to us with harm in your heart and no-one will ever find you again and for the record I didnt embed any links or such in this post because its not referenced lol, this is merely my interpretation of eldar viewpoints so feel free to correct/dissect
My picture of the Eldar is probably a lot better than that of most. (Which makes me the perfect Eldar ). I can't understand why a race so intelligent and old and with that much (literal) farsight, shows so much disregard to the needs of other Races. I CAN understand that they don't value anyone else and think of them as monkeys. But I CAN'T understand why they let everyone KNOW about it. Yeah, we can save one Eldar if we let 100000 Humans die. But how much Eldar will die because of the Imperiums Anger? Too damn many. Eldar are the master of tricks and deceivery or not? On the other hand the Imperium (and anyone else) is pretty xenophobic, they will find ways to make the Eldar look bad anyway. So my Solution/only Rational explanation is, that everything bad about Eldars, is just enemy Propaganda.^^ Because I believe in the Eldar as the good guys, I want them to rule the Galaxy once again, so that EVERYONE has a better live. But I would also be happy, if they just keep for themselfes and have a great Empire that doesn't involve anyone else what so ever. I want them fix their Populationproblems, not to a ridiculus level where they are many, just so that it isn't going down. I want for the Eldar to escape Slaneeshis Grip, and in General a bit better future for the Eldars Gods. They have it really terrible. Btw, wtf. All Eldar gods dead, expect Cregorach (and he is more a Harlequin god), and a shattered Khaine. Asuryan dead, even though he should be more powerfull then Khaine? Isha saved by Nurgle and now his "prisoner"? Is Vaul actually dead, or chained to his anvil? Actually, I don't get the Gods in the WH40k universe, and when I read up on them, I get the feeling they weren't created with a masterplan. Tl.dr: Fix the Slaneesh problem, and then regain their rightfull place in the Universe. Which btw, contains that Eldrad Ulthran becomes/reveals to be stronger then the "Emperor".

Dark Eldar might consider humans as nothing buy animals, CWE think you are teenage barbarians. The Eldar don't discriminate on the level of species per se, more like on the level of development. I mean to most Eldar humanity is a fledgling species full with failings. Eldar in general are extremely curious about the Tau (even DE, although this is never a good thing) or loath the Necrons, but don't consider them animals or barbaric in the sense of not being an advanced "people". So no, Eldar are too complex and diverse to be called racist, the concept that we handle of what racism is that is. Just like the Romans, who didn't think high or low about you because of your skin colour but if your culture was deemed civilized, they had more respect for Egyptians than for Celts. Reason why you see more mixed bloodlines in cultures descended from the old Roman culture than those who sprang up in or from Central Europe.
