Judging from the amount of Chaos fanboys there are, I'd say Chaos. Chaos will probably be the third most numerous faction, but since the Orks are going to be fairly weak compared to CSM and LSM, we should focus on Chaos first. But that really just depends on how this plays out. I mean, whoever poses the second greatest threat from the offset is who we should focus on. For instance, should the Eldar immediately start raping everybody and conquer half of Arkhona in a week, but the Orks are coming in second, let's focus on the Orks and let the Chaos, Orks, and massive amounts of infinitely-spawning 'Nids knock the Eldar down a few pegs while we crush the Orks and weaken them severely. We will then gain most of their land and then we just need to defend that land while the Eldar get crushed by those who have combined against them. In this scenario, I for one, would negotiate a cease-fire with Chaos and the Eldar before turning on the Orks. But alas, I doubt I will be able to become a Chapter Master swift enough to be involved in this, as I still need to spend a thousand dollars on building a new computer.

What makes you think the Orks are going to be weak, the Devs would have to be insane to make a faction(particularly one that is meant to draw in customers) that is outmatched by the other factions. Their stats will be different, perhaps lower armor and higher health, lower accuracy and stronger melee, something like that, but no, the Orks will be on an even playing field.
although the foul traitors can spread mistrust and heresy amongst us the orks will redoubtably outnumber us and the tyranids will om nom nom us to death If you were to ask me I would say the eldar are our most bigest threat though they are few in number and are not very tough they will undoubtedly undermine our operations on Arkona if we turn a blind eye to them
