Regardless Telepathy is using the Warp, you can't touch the Tau without multiple Psykers at once to pinpoint a Tau's very tiny Warp Signature.
No, Telepathy is the manipulation of Warp signatures that one's brain receives, if you are literally manipulating their minds through Realspace you would be manipulating their brains, at which point you would be using Biomancy to an extreme (one that a Zoanthrope would not have.) Ethereals use a combination of Hormones released into the air as well as certain benefits gained from their particular strain of DNA, yet another point in the theory that they were genetically-engineered.

The C'tan turned the Necrotyr into the Necrons, who were too powerful for the Old Ones to combat alone. So the OO Created new races to combat them, such as the Eldar, the Krork (Soon to be the Ork) and a few others who's names escape me at the moment. They were also responsible for the creation of Nurgle (although indirectly) 60 million years ago.
