I'm guessing it's supposed to be an Angry Marine and Commissar Fuklaw, but they've "censored" it by replacing the usual profanity with random internet memes so that they can go out in public without getting in trouble/thrown out on the street.

Either that or Troll Marines use the same color pattern as Angry Marines.

If he's an angry marine in disquise, he's a horrible one considering much of the armor is blank. He's probably just a troll marine, stealing the angry marines colors because hes a stupid troll
