War council is a stupid idea, this whole thing seems more of a guild idea. Guild masters should have these kinds of powers and/or the power to vote a second in command to them or replace them, etc.
The power and amount of your arguments is just overwhelming . WC is suppossed to be an 'official uber guild' ensuring high standards and no corruption (dev representatives) as opposed to regular guilds - that's the most important difference, regular guilds are more like private bussineses.
Last people who should have final tier powers are guild masters (leaders). They should be content with having few tiers beneath available, whist the greatest of all powers are in the hands of the WC (an by relation the entire faction).
Inb4 I split my group into multiple clans to get around that little restriction. A system like that always has methods of exploitation. I still really don't like putting field changing abilities into the hands of a few people that you have no choice but to rely on to actually be online when they're needed.
Just throwing it out there, i havent read up much on the ongoing progress of EC as of yet but i would like to think that they have implicated a pyramid type scheme to the WC idea. In all honesty i think this should be a team or clan based game for what is war without an army. On that note i would like to delve into a in game ranking as an alternative to lvling up. Having on release, all players at equal lvls (grunts or footsoliders) and rising through to the rank of a member of the WC within each faction but also having a cap on the amounts of players that can be in the WC id limit to 3-5. There having the most experience and spent most time in play would be suited for if they so choose, but also having a de - ranking system as well to bring concequence to loss of key strategic values and so on. It would also give the next in line to step up to the occassion and have a go. Also included personel and faction insentives such as (taking from SM faction) a WC only armoury were you spend or a granted certain weapons or armour pieces from the Emporers armoury for overwhemling territory held or specific faction based strategic points. In sayin that WC's also have resource points o spend on powers or ablillities to amp up the rest of the factions forces such as orbital bombardment jus to give a basic idea. Any feedback and discussion would be much appreciated.
If your worried about people saving crucial orbital strikes or something for their own guys and disregarding everyone else. Thats how the world works. Its how warhammer works. A guy fights his way to the top, we vote him in, and we just hope it was a good choice. This is a realistic problem, so i just think its gunna be fun to see what happens. In space marine chapters they all have histories of bad and good chapter masters. We will be building that history as well
