Just some nitpicking. Amount of classes are still a being covered. Wasn't it something between five and seven ? And instead of Pay to Play (P2P) you must be meaning Buy to Play (B2P) ? But anyway! Good points mate.
I'm gonna have to say Necrons. They're slow, individually overpowered aside from that, and don't have enough individual customization even with the new lore. Also most Necrons still don't have any true sentience by the new codex. I feel like it would be difficult to make them fun to play as, as well as against. Plus making them playable eliminates that slow and methodical way in which they operate by instilling individuality in them, just like with tyranids. A shame though, because if it was a realistic goal to do them right, I would have loved to see them. I think IG are more reasonably doable simply by giving them faster respawn times and cheaper vehicles to balance their inherent frailty. Won't be very fun for players who like tending to their k/d, but would certainly work to emphasize the numerical advantage IG value. Combined with a greater focus on fortification, that could be a pretty nasty faction.
I don't think necrons should be a NPC race and not just because of the new lore but it was the race that got me into warhammer looking at all thoughs terminator movies and seen them put into a game was so badass plus I think for new people necrons would draw more of a crowd in my opinion then the rest of the races that haven't been implemented into the game yet. Nids Im kind of torn because I liked playing them on DOW retribution but ya I think they should remain a npc race.
There could be a special arcade way to play nids. And maybe later necrons. Just put ''horde'' gamemode into main menu. You will spawn into random nids body that is already deployed into somewhere against someone. You dont get any buffs, special skills, anything. You can just free roam and attack with rest of the swarm. Nothing too serious. If anyone has played GoW3 Horde mode. You'd be something like in tickers position.
If guard are added, the need to be included in the Space Marine Faction, which would then at that point be renamed to "Imperium of Man." Yes, Marines and Guard forces clash sometimes. No, it's not uncommon. In this game, however, there are clear lines drawn - this world belongs to the Imperium, end of story. They can easily work together for this to happen. It might even draw Marine players to play as Guardsmen, thus giving more numbers to the horde faction. If they followed my gameplay plan on how to implement guard, I have no doubt that it could work quite well.
Chaos Daemons. Because just no. I considered voting necrons as well (I was also supposed to vote for tyranids but I forgot! ^^) but I decided that others can settle weather or not they should be playable. I am indifferent on them (even if they are my immortal enemies)
The new necrons allow for individuality amongst some troops. The more elite the troop is the more individuality and free thought it usually has Lychguards, Crypteks, Praetorians and Immortals could be the starting lineup for a Necron faction. All of these troops are capable of higher thought in the new lore and can speak languages
I think variations on gauss weapons and intricate necrodermis armor could work for the elite Necron troops. The mostly zombie-like Necron Warriors would probably never change but the higher ranking and tougher Necrons who can think for themselves probably have more room for the devs to toy around with
