Well Space Marines of any kind basically automatically outrank the regular military. Plus if anyone would be in charge it would probably be the guy who is both a Space marine and part of the Inquisition. No Lord Commissar has any power over a Space Marine and especially not when one is part of the Deathwatch. We do not answer to them! :U
Debatable. I'm not sure if the Space Marines outright outrank the higher ups of the Guard, just by being a battle brother. As Santana is just a rank and file soldier, he is more than accepting of the Guard's command on their own vessel at this time.
Agree on this point, sometimes space marines can be ordered to submit to those who are supposed to stand on the lower levels of military hierarchy. Say, in Dan Abnett's novel "Legion", Alpharius himself arrives on Nurth to assist Lord Namatjira's forces merely as an officer, who, in turn, if I remember correctly, was just presiding over several Imperial Guard regiments. Despite being a Primarch, an elite military commander having direct access to Horus himself, Alpharius was assisting Namarjira's operation under his command, not presiding over it. Well, we know that the Alpha Legion actually serves only itself , but that he officially arrived under such a status, accepting his supporting military role, means that in necessary cases the imperial military hierarchy can be shifted for specific tasks.
Fair 'nuff. Just saying that Space Marines can essentially say that they're in charge and technically the regular military would have to submit but this is the Imperium so normally that ends up with them trying to kill each other when the Space Marines almost always get told to sod off by everyone else when they try to pull the "I am the captain now" card though it's normally in their rights to do so. That's not to say, however, that the Imperial Guard and navy can't and don't do it themselves because the Imperial military is such a cluster fuck of infighting and pettiness like the rest of the Imperium.

Im sorry, this is the first time I'm doing RP, so I am a bit overwhelmed. So I set my char up to be this wise,calm and logical Phaeron, and while I still reacted with the appropiate arrogance towards the marines, I tried to bei moderate. But now my Co-Phaeron threatens me as his quasi-saviour, and then I am adressed as the agressive warrior? Did I miss my point somewhere? Just asking for some tips on how to fix my acting.
This is how Sabios percieves you, your first reply to him was, I quote, "Son of the fooled fool, your kinds Lack of intelligence is as disturbing as ever, so quickly, indulge us: What do you think we would need your help for?" - that was impolite and hence Sabios guessed you're a warrior, not a leader with some basic diplomatic skills
Not sure of Aedric's reaction, but I think his character is just angry you give him advices without his request, as if you know better than him what needs to be done and give him recommendations as though to a novice how to act
