Then, provided he kills a bunch of Chaos guys with those charges he can pull the "but how many lives did that save?" Card. The ends justify the means as long as you don't summon a daemonhost or form a cult.

Firstly, a true radical would form the cult and summon the daemon. Secondly, Victus would leave that part in but in a not heretical sounding way. "It's a sad reality that I couldn't do anything to save the Guardsmen defending the armoury but the truth is they were doomed either way. At least in my actions their deaths had meaning. Because of them I managed to cause a blast that left nearly half the enemy force there wounded or slain, something they could never have done through force of arms. Every man and woman in that room died a hero. The least we can do is make sure it's one of the few that get remembered in this forsaken universe."
I would imagine that's the reason you've been inquiring to access to the Alpha Legion's library. I'd also imagine you leave out the part where the Eldar makes them start butchering one another.
As far as I am aware Victus was too far back to see that and I shall play him as if he is unaware of this fact unless told otherwise.
@BruticusTheGoreHound Also on the library front.... more or less that. Victus also just happens to find studying pretty much any subject to be a worthwhile pursuit as long as it doesn't lead to trying to summon things or something.
