Only way the skip laucha change makes sense is if they make the grenades explode on contact instead of on a timer.

@RageScreama Under the system on live, that mod would give the bolter 30 pen. The weapons that had a +30 pen over the original, like the Vengeance were dropped to 110pen. The Big Shoota with +20 got a nerf though, as it'll be staying at 100.
