So like, screw everyone but CSM and LSM who already have sigils, halos, etc? You do realize Eldar did not have access to any wargear comparable the stuff above the +40 armor correct? Also, these are vet only. CSM and LSM can still put those things on anyone, if they are willing to gimp their lp pool. This only brings Eldar closer to the kind of options most other factions already enjoy.

And yes. Bitter, egocentric, jealous, and myopic salt aside, the Marks, Sigils and Halos have been tweaked... Nurgle gives extra health and toughness and is invulnerable to poison, Khorn now get an downed state, etc. LSM got stuffs too. Orc probably did as well.
